I’m trying to make a duplicate of part of the image and I select it, copy merge, and paste. For some reason it looks really low resolution compared to the layer underneath. I thought maybe it was thaT it was rasterizing it for some odd reason, but if that’s the case I don’t understand why it’s not just making it a smart object in the first place. The weird thing is it seems to do it when it’s moved. Moving it shouldn’t affect the quality and make it blurry. A copy of a layer should look exactly the same. It’s fine until I move it over.

Please activate snapping, and force pixel alignment, and try again.

The copy is likely not aligned to the pixel grid of the document. That will introduce antialiasing.
Make sure "Force Pixel Alignment" is on, and "Move by whole pixels" is off.

In Affinity apps, it does if you don't enforce snapping to whole pixels. This is a major „Design“ decision, can be seen as great feature, or as big hurdle for users switching from other apps who always enforce alignment.
