Missing button for adding global colors

Unde the Swatches tab, the button for adding a color to palette as a global color is hidden unless you change the dropdown to be Document.
However, if you create a new document and just draw a circle, then select the circle, then Document is not even selectable in the Swatches dropdown. Instead, you have to click the icon in the upper right corner and select 'Add Global Color' from there.

You can only add Global colors to a Document palette, so that makes sense to me.

Have you added a Document palette? If not, you won't have one to select.

That might be an action that also adds the Document palette for you.
