Hi rocket T,

 

simply select the background layer of your document in the layers list by selecting it and typing Cmd + J, then select the duplicate, grab one corner of the bounding box with the Move Tool, hold down Shift and Cmd (depending on your preference settings) and drag the corner towards the centre. That should work …  :)

 

I added a movie that shows you how it would look …  :)

 

(A propos preferences: you can choose the Move Tool aspect ratio constraining through Preferences > Tools, and if you select Automatic there, then there is no need to hold down the Shift key while resizing. The Cmd key will suffice then for resizing around the centre. Hope that makes sense.)
