Currently, The "Edit All Layers" button does not do much in affinity photo.
When using the move tool, if you misclick on another layer, it will select that regardless of whether the option is selected. This has been especially frustrating for my colleague moving from PS.
Ideally, when the option is disabled, selection would be locked to the currently selected layer(s), and clicking and dragging anywhere with the move tool would drag the currently selected layer. Another nice feature would be the ability to choose whether to lock selection to just the current layer, or to the containing group as well.

It would be really nice to receive some update to this functionality!

Welcome to the Serif Affinity forums.

That option applies only to Layers (with a capital L, a special type of container layer object) and to Artboards. Both of those are primarily used in Designer, and by default Photo has no way of creating them. But the control is needed in Photo because Photo can work with files created by Designer, and knowledgeable Photo users can find ways of creating those objects in Photo, too.

But that option  is not intended to provide the functionality you're asking for, and your suggested use of it would be incompatible with its primary purpose.

Many users have asked for the Lock functionality to be extended to be a true lock. Today it only controls selection of, and movement of, an object from the canvas. It does not prevent selection or transformation via the Layers panel or the Transform panel.
