Yes, that's correct, and is the intended behavior.

In Photo and Designer, when you convert a Shape layer into a Shape Text layer, the stroke and fill of the original Shape are removed. In Publisher, which has the Text Frame panel that allows you to control those attributes, they are maintained.

In your case, using Photo, you can duplicate the Shape layer, and then convert one of them. The one you don't convert will maintain the stroke and fill.

Walt, I appreciate your very fast feedback. Yes, I see what you are saying for photo and yes, it seems to work for me. But was this always the case ?

The in affinity YouTube video I had included suggested otherwise, I realize that video is almost 3 years old. Did the behavior change since then ?

 I think it may have changed awhile ago. Perhaps because previously it was impossible to remove the fill/stroke, which meant that after conversion to Shape Text you were stuck with the fill/stroke. With the change to remove it automatically, you could keep it if you wanted, by duplicating the Shape layer before the conversion.
