Placement policy simplify UI and make it changeable in Photo Persona

Place add the option to adjust placement policy for adjustment/ filter layers into the main Photo persona (instead of settings)
 

In my way of thinking, there is no difference between layer types when dealing with a placement policy, whereas Affinity takes this as different animals.

  • layer targeting for shapes
  • assistant settings for adjustments & filters.

There are situations where it could be handy to add something below the current layer:

  • sharpen by blur:
    • duplicate layer (the upper is selected after duplicate)
    • set blend mode to difference (or subtract),
    • add blur filter below selected layer

The main argument (on iPad) is that you need to leave your edit, to go into settings, before you can change the assistant. It would be more comfortable (save a few clicks) if you can swap nested / above / on top while staying in Photo persona.

Can be closed as bug and moved to feedback.
