How to add color palette on the toolbar over the stamp and move tools Etc in affinity?

I am not sure I understand what you are asking but if you mean the color wells on the Tools panel (the ones that look like those in the Color Studio panel) then if you open View > Customize Tools... (not Customize Toolbar) & set the number of columns to anything greater than 1 those wells will automatically be added to the Tools panel

I looked at the the another custom toolbar but I don't see the color wells anywhere

You have opened the customize toolbar window. Like I said, you need to open the View > Customize Tools... (not Customize Toolbar) window & set the number of columns to 2 or more. If you do that, the color wells will appear at the bottom of the Tools panel automatically.
