I think you are right about that. Also, since JPEG uses lossy compression even at 100% "quality" there is no way to recover any data lost when the image data is compressed.

So basically, every time the file is resaved as a JPEG, there is an unavoidable loss of "quality" even if some apps guess about the original quality setting.
