Noise, Layer Effects "soften" when sliden stops moving

This is a bit hard to explain so I've attached a short video.

When I am adding noise to a frame, the intensity of the noise drops off when the slider stops moving.

This also seems to happen with the intensity of various layer effects.  

I've just started noticing this recently.  I don't know if I've mucked up a setting or of there is something else going on.

Most likely you have just noticed it, nothing has changed except you're now seeing it and it is bugging you.
