Brushes will be in the Brushes Studio panel (but in Designer possibly only in the Pixel Persona). In your screenshot, the Dust Brushes & Overlays are not downloaded. They would show with a green check mark, not a red x if they were downloaded/installed. (Sorry, I did not mention that before.) For Sunlight Effect Overlays, since they were installed previously: You might have uninstalled it. Or, You might have Signed Out from My Account, and chosen not to keep Store content installed. I see that you have chosen never to automatically download content, and therefore, if you had signed-out, and chosen not to keep the Store content installed, it would need to be downloaded manually again.
