Can you please verify for me, are you referring to the iPad app or the desktop app here? Could you please provide a screenshot showing your Affinity app and the rulers you're referring to? I can confirm I'm seeing the same behaviour, after unticking 'View' in the Context Toolbar when editing Guides, then closing and reopening the document, the guides are once again active. This is not the same as the desktop version and therefore I'm logging this as a bug with our developers now.
