The happens after experiencing a bug with the Patch Tool reported below. 100% reproducible on 2 Windows machines running the latest Windows 10. One is AMD, the other Intel. Just out of curiosity, what is your "usual screenshot procedure"? If Hardware Acceleration is enabled, try disabling it and restarting Photo. There are a number of issues with hardware acceleration on Windows in 1.9.0.
