How to Copy a selection on one layer to a new one and move it on that layer

How do I copy something on one layer (say the background) to a new pixel layer and them move that selection around on that layer only?

 

Say copy one earring onto the vacant ear....

Welcome to Affinity Forums :)

Use the selection tools to select the area you want to copy then do a copy/paste. The selection will be placed on a new layer. You can move it using the Move tool. Press ⌘ (cmd) + D to deselect the selection.
