Unable to select mask layer for painting

I’m unable to select a mask layer for paining.  No matter what I’ve tried,  I’m unable to get the blue boarder around the mask thumbnail so I can use a white paintbrush to apply skin softening from the mask.  Any suggestions on what I might be doing wrong?

 

Any assistance is greatly appreciated.

On the iPad version of Photo you do not get a blue border when you select a layer you only get the light grey highlight that is in your screen shots, if you start painting with a black or white brush does the mask thumbnail change to show the painted strokes.

It never showed the blue border or the paint lines...  I imported the photo from scratch and tried again with a basic Gaussian blur and mask.  This time, the white brush behaved as expected however I never saw a blue boarder.
