Try to reorder the swatches (drag them) → instant crash of the app. Every single time. I'm on Catalina 10.15.4 (19E287), on the 16" MBPro. I have a 4k external display connected via USB-C. Please note the crash (as you've said) is only for System Palettes. You can rearrange Document and Application Palettes without a crash.
