Photo-cutout doesn't delete pictures parts in the verticale bleed

Hello,

I have the following problem:

1. Creating a document with bleed in Publisher.
2. Placing a picture.
3. Moving it into the bleed to avoid white borders at printing.
4. Changing to Photo persona.
5. Cutting out a part of the picture.
6. Changing back to Publisher persona.

Then the areas of the picture at the verticale side who are in the bleed and should be deleted aren't it. On the horizontal (bottom) side of the picture the bleed-area is deleted where i dont want to have it deleted. Please take a look of the attached file to understand what I mean (my english isn't as good as it should be to descript the problem understandable).

Does anybody have an idea what I'm doing wrong?
