Wrong initial 'stroke-width' value when using 'viewBox'

I am using Affinity Designer 1.7.3 on macOS Catalina 10.15.2.

This is how it looks in Affinity Designer:

This is how it looks in Inkscape (and Browsers):

The left circle has an explicit stroke-width="1", the right circle has no stroke-width defined. The initial value should be "1" as defined here. It seems Affinity Designer uses the value "1" in relation to the SVG width and hight and not in relation to the viewBox.
