Can you move a single object that is in a layer with other objects?

 

Example:

Both images are in the same layer.  Is there a way I can move one of them?

I'm assuming that the figures are on one layer and the grass on another. In that case the easiest thing would be to select each figure one at a time (just using a rectangular marquee) and hit Ctrl+j, for each one, to create two new layers, each containing just one figure.
