Transform Objects Separately from different sizes

The "Transform Objects Separately" has been a great addition to Designer. However, if the objects (e.g., ellipses) are various sizes to begin with, then it appears that they do not all become the size that I chose for them in the Transform panel. All object were chosen and none were locked. Must I begin with all the objects the same size before Transform Objects Separately?

AFAIK it locks to the last object of a selection (aka the top layer or last selected one of multiple selected). - The size is changed as a percentage amount in contrast to the selected one. For example let's say one ellipse is 200px wide, another is 100px wide and a third one 50px wide. If you change the wide of the 200px wide one to a wide of 100px, then the other 100px wide ellipse gets 50px wide and the third 50px wide one gets 25px wide. So they all change to half of their previous initial wide here in this case of transformation.
