Layers tab ? This may seem very stupid of me but where can I find the layers tab Appreciate your help

Complete newbie here, love the software for Mac. I have this PSD file that I'm opening and I cannot seem to edit the layers. What could I be doing wrong ? Thanks in advance Attached is the file small3.psd
