Yes, this can be done in Affinity Designer. It just takes a bit of effort.

Well - I´d take Inkscape with its "Wire-Sphere"-extension to generate one - even when I want to draw it in AD.
Your example looks "inconsistent". ( I still miss a parametric circle tool in AD. The pie or segment tools are not a replacement)

On the View menu, choose 'View Mode' and turn off 'Clip to Canvas' (or use the keyboard shortcut `\`).
