    I'm definitely no expert.  But I just used the Ripple Live Filter, and adjusted by painting with the erase tool.  I'm sure there is probably a combination of several filters, various settings, experiment with some blend modes and blend properties, you will probably get better results.

    I will have to think about a method to get concentric wavelets distorting uniformly.  Right now that is something I'm not sure how to do.  
    At least it is a start for you.  Hope you find something you can use.
    I should point out that you can drag the center of your Live Filter around, so I centered the filter on the hand.  Many people seem not to realize that the center point of these filters can be moved.
    Okay, I didn't see MEB's post while I was making mine.  So all I can say is ditto.  And it is also in the video I referenced.

    Welcome to Affinity Forums :)
    There's a Live Ripple Filter available in Affinity Photo.
    Go to menu Layer ▸ New Live Filter Layer ▸ Ripple Filter. You can click anywhere on the image to set its center.

    Welcome to the forums :),
     
    To get rid of the green background I would use the Flood Erase Tool. This can be accessed by holding left click on the Erase tool and selecting it from the fly out menu. Once you have Flood Erased the background you may notice there is a little green left around the person or object that was on your green screen. To get rid of this left over green I would use the Defringe tool. This can be accessed by going to Filters > Colours > Defringe. With the Defringe window open you will want to click part of the left over green screen and adjust the sliders until it is no longer visible. Once that has been done your green screen will have been fully removed leaving just whatever was in front of the green screen behind. You can then copy and paste the object into a new picture or file. If you are still unsure attach one of your green screen images to this post and I will try and make a video for you :)
