Setting Ruler Scale for a Drawing

I have searched both Help and Forums and cannot find the answer to the simple question of "How do I set the scale of the ruler for a drawing?"

I am drawing a deck to scale on 8.5"x11" paper, so want to scale it at 1/8 inch = 1 foot.

Can someone tell me where and how I can set this?

That option is not in AD or AP at this time.  You'll have to do it manually for now.  Personally what I do is make my drawing big enough where i can have something easy maybe a 1" = 1', then after the drawing is done shrink it to the final size using the transform panel.
