Hi Midas and Welcome to the Forums,

Can you just check a setting for me in Preferences:  Go to Affinity Photo Preferences, Performance section and make sure the View Quality dropdown is set to Bilinear (Best Quality).

Then try scaling the image down again.

This topic has come up alot on the forums and you may get better results by just opening the image in Affinity and click Image>Resize Document and setting the size you want here, then saving that and using File>Place to place the image into a document.
