As this feature is for previewing your layout (at least that would be my expectation and my use) the bleed area should also be cropped away, because it is not part of the final layout/product, but just something meant for production. Technically you don't have to hide all guides, you can just Hide the Bleed to get the same result but Hide All Guides is the fastest way to get yourself into a Preview mode which is what you wanted.
