Affinity Photo is a photo editing program and lacks those features. You would have to create the document bigger all round and draw them yourself.

 

Affinity Designer is a page layout program and can do it all for you, bleed and crop marks.

Affinity Photo can at least export PDF files with bleeds and cutting marks too, when these options are enabled during the export (see in AP under the PDF export the more button). However, it's pretty much the same as in AD here and what the OP needs or want's has to be applied probably manually in this case.

I suspect that is due to this common file format they share. Create something in Designer, like bleed or text-on-a-path and Photo can edit them, but can create neither itself.

 

Interesting, but I suspect a bit frustrating at times unless you own both.

Well in this case it's the AP PDF export option which offers here the same settings/options as the AD PDF export one. Thus you can for example open a photo in AP and export that as a PDF with setup bleeds and cutting marks, that's entirely done and created by AP here.

But how do you set bleeds in AP? 

 

You can't :(

 

But, if you open a Designer file in AP that has bleed, you can output it, honouring the Designer bleed. Or that's the theory, I haven't tried

 

There are in fact a few commands in either that only really make sense for the sister program. Like Edit all layers in Photo. That's really a Designer thing.
