There are several possibilities to get a letterbox, since cropping an image will affect the document/canvas size, you can afterwards use the "Document -> Change Canvas size..." menu and the associated panel. Unlock the aspect ratio lock icon, set the anchor point to the middle point and add let's say 100 px to the height. This creates a transparent 50 px area above and below your image. Now create an new empty pixel layer as a fill and fill that with black or white color etc. Move that created fill layer below the initial layer and you are done.

Another way is to create a new document/canvas which is sized higher than your image and then place the image centered into that one. - It's all pretty much like making custom photo frames here.

If you need to do this often you can make yourself a simple macro out of the steps and then reuse that on demand ...
