Pen does not create nodes

When I try to use the pen tool to work with a scanned jpeg it does not switch to the pen mode. cursor just is a white triangle that makes blue squares??

Can you attach a screenshot of the whole app window (with the Layers panel visible) so we can see what you are seeing?
