The very last thing I need to do is to hide the <Section Name> in the header on the first page of each chapter. In the Layers panel I see the button for toggling the view of the <Section Name>, and a fly-over indicates what the gray dot is. But selecting it does nothing. What am I missing? (I'm on Windows 11 Desktop) Quote

Right click on the Master A Right layer and choose Edit Detached. Now you should be able to turn off the <Section Name> layer on only that page.
