Adding another Heading so it shows in the Table of Contents

I have heading 1 and heading 2 and want to add a third.  Duplicated heading 2 into heading 3, updated it, then applied it to some places in the document.  Regenerate the TOC and <sigh> they are not there.

Google answers say to check the 'Update TOC' on the new heading but there is not an option to do so when I go to the 'Text Style Editor' for my new header 3.

This is the Windows version
