AD: what is the difference between the gradient applied to the fill/stroke of a shape (upper left corner) and the gradient fx in the layers panel?

Probably a very basic question, but I'm still learning the basics! Is it that layer gradients are applied to both the fill + stroke? I also see that layer gradients have more settings e.g. scale, axis offset, angle, etc. Are there other differences?  

Trying to understand how they differ and why a gradient applied in one doesn't show in the other.

FX Gradient Overlay -- The Gradient Overlay effect is used to apply a colour gradient on top of any existing colours.

Gradient and bitmap fills -- The Gradient Tool lets you draw a simple colour gradient, solid or bitmap fill across your object. (fill or stroke)
