fill value discrepancy?

So I may be missing something very simple here, but I can't figure it out so I ask if somebody can help me out:

in APhoto I choose a 10% K from the swatch and fill an area, but my info says 11%, same for the other layers, 15%fill is now 16 and so on, all off by 1%. (bottom layer is 0)

I got the info to show 10% by converting the profile to these settings.

That still doesn't solve the 10% Black /11% displayed issue.
