You should be able to right-click in that dialog box and get an option to Check Connectivity. If you use that, you can save the results as a file that you can browse, or upload here if you want, which will tell you the server time and your PC time. The last time I looked at one of those reports I thought it contained both the local and server times, but I only see the server time in that one. Can you show a screenshot from File Explorer that gives the creation date/time of the file? If you can't, but if you can get to the Account dialog, the menu there has a Check Connection option. What is your system time, and date, and your timezone setting?
