Afinity publisher or designer to design sections for a wordpress website.

Hi Group

I use WordPress to design my website stuff and I would like to use Affinity to design some graphics for some of the pages.
So on one of the main pages, I would like to design a background for the page but it would be nice to be able to also create clickable/interactive sections that will work well in WordPress and also work well on all platforms with responsive/adaptive abilities.

Is this possible with affinity designer and publisher?
if so which one would be best to use for this?

Designer can be used for graphic design such as buttons, backgrounds, logo's and Ads etc, Publisher could be used more to form the layout, think concept design, but, none of the affinity apps can generate HTML.
