cutting out an image & pasting it in a new layer with Designer 2

I've looked a several UTube videos and still don't have a handle on how to select/cutout an image then paste it into another layer.

No problem selecting the image, and refining it to get everything desired.

Issue is saving it & pasting it into another layer,

The fastest way is to "power duplicate" the object (e.g. image) with ctrl + j.

Select the object and press ctrl + j. 

 

In retrospect, I think you want to crop an object. To do this, you need to switch to the Pixel Persona. Then, for example, select the object to be cut by painting over it with the Selection Brush. Then click on "Refine..." and rework the selection as desired. Finally, select one of the four options under Output.
