right click menu unavailable when recording macro

Trying to record a macro on version 1.10, first step is to duplicate the layer, but when I right click the layer, I get no pop up menu.  Is this a bug or just poor design?

To record the Duplicate layer step in a macro, you have to first select it (if it is not already selected) & then use Layer > Duplicate (or its keyboard shortcut) to record that step. IMO, it is not a bug, just a consequence of the very limited capabilities of the macro recording feature, which among other things cannot directly detect which layer is being clicked on in the Layers panel. That's also why you get that "Select Layer" popup when you try to select a layer in the Layers panel.
