Launch app by opening document does not focus on the opened document

I am using Affinity Publisher 2 on a 13" M1 2020 MacBook Pro running macOS Ventura 13.0.1.

When I launch Publisher by double-clicking on a Publisher document file in the Finder, sometimes Publisher opens with the wrong file focused.

Since I am working on several similar-looking documents, a few times I ended up editing the wrong document, until I figured out that this happens.

Steps to reproduce:

  1. Use Publisher two documents, A.afpub and B.afpub. (For the screenshots, I have placed visual content in the documents. This is not necessary to reproduce the bug.) 
  2. In Publisher, insure that the only open document is A.afpub. The window at this point should look like the first screenshot.
  3. Close Publisher.
  4. In the Finder, double-click on file B.afpub.

Actual: Publisher launches; document A is focused (second screenshot).

Expected: Publisher launches, with document B focused (third screenshot).

I agree it's a bug because other apps don't work this way but I recommend you just turn off Preferences > General > Reopen Document(s) on Startup to avoid the issue.

I assume what is happening is Finder tells Publisher to launch and open B. Publisher does that but also knows that file A needs to be re-opened since you closed Publisher with it open. By necessity it does this after opening B but it should bring A to the front.
