Affinity Photo - New Layer from Selection Not Working

When I am trying to make a new layer from a selection, nothing is working - It just duplicates the whole layer. I've tried

Make Selection > CTRL + J (also checked that the keyboard shortcut was correct)

Make Selection > Edit > Copy / Edit > Paste

When I try Refine, I get the new layer from the selection, but I get a black boarder - almost drop shadow like

Refine settings:

Matte Edge: unchecked

Border width: 0

Smooth: 0

Ramp: -100%

Adjustment brush: 1px

Output: New layer

Going by your descriptions it sounds like you're working with an image layer rather than a pixel layer. Making a selection from an image layer and pasting it to a new layer will result in the entire image being copied. Doing the same thing with a pixel layer will work as expected - only the selected part will be copied to the new layer.

Some scientists claim that hydrogen, because it is so plentiful, is the basic building block of the universe. I dispute that. I say there is more stupidity than hydrogen, and that is the basic building block of the universe.
