When I use the eyedropper to set the stroke color it changes the fill instead, per the blue circle in the uploaded file. This has always happened but I work around it by imposing a smaller white circle over the colored one. Would really like a fix. Maybe there's an update I missed?

Welcome to the Affinity Forums!

Select the stroke color well first at any of its instances of the various panels to make it become used for the eye-dropper. Click on the curved double arrow to toggle between stroke and fill.
