I am learning to use Affinity photo software but I don't find the convert smart objection in the menu or click on it beside the layer but I don't see any create smart objection either. Can anybody help me, please?

Affinity doesn't create PS like smart objects, instead it partly can load/reuse PS files with smart objects inside. - In Affinity itself you would emulate sort of smart objects handling by making/creating embedded files with image objects & portions.

See for example for loading/reusing PS smart objects ...

☛ Affinity Designer 1.10.8 ◆ Affinity Photo 1.10.8 ◆ Affinity Publisher 1.10.8 ◆ OSX El Capitan
☛ Affinity V2.3 apps ◆ MacOS Sonoma 14.2 ◆ iPad OS 17.2

I cannot create Smart-Objects in Affinity Photo. I would create the ps element smart objection and I export the image to Affinity. Is it correct?

If you need exactly a PS smart object type yes. But if you just want a similar behavior like those completely Affinity related, then use file enbedding.
