Tried to print 13x19 inches at 300 dpi. Output was a 4x6 image of one part of the full image at one corner of the expensive photo paper. Probably me but I do not recall having this problem with the Other Guys.

What steps did you take when printing? What were the settings you used?

I'm not sure how a printer would translate that you wanted a 13x6 in print to just a 4x6 without having those dimensions entered. You should be able to print a 13x6 image with whatever DPI you want, and the physical dimensions should still be 13x6.
