My apologies in advance, I'm sure I'm not using the correct nomenclature to explain what I want to do.  My search was quite limited and this topic may have been explored before.

I am reasonably familiar with Affinity Photo but have not done much editing work.  I want to "paint out" part of my image so the deleted area is "clear" (no background color) and when the image is printed only the paper color shows.  I'm not sure if this is easy, hard, or even possible but any help is appreciated.

That's pretty easy and there are several different ways to erase image parts, so the background will get transparent and shine through for those regions/image portions. - See also:

 

I'll show here quickly the usage of the Erase brush tool and the different selection tools. For the later (the selection tools) make a selection and then hit the delete key in order to delete what is selected. Afterwards to dismiss the still kept active selection press then Ctrl-D/Cmd-D so the selection goes away. Otherwise other operations may be blocked, since the selection is still there, so dismiss the selection after it's usage.
