How do I adjust the opacity of a pixel layer?

Thing is - I have a snippet (pixel layer) that I want to paste on top of an existing layer but reduce the opacity of the top so that the layer below the freshly pasted layer semi-shows thru - so you can see a mix of both layers. I select the layer, adjust the opacity slide - which appears to be enabled at that point, but NOTHING changes?

My guess: you're adjusting the wrong Opacity slider. For example, you're using the slider in the Color panel rather than the slider in the Layers panel.

Thank you - I had looked for an alternate layer opacity slider vs. color panel but didn't spot it hiding at the bottom right corner of the layer effects panel. I had merely scanned the left hand menu tree. Your suggestion reinforced the idea that there HAD to be an opacity slider for the layer buried in the menus somewhere! 😃

It's not buried in the menus, and it's not part of Layer Effects.

It's right at the very top of the panel, just below the header "Layers", and above the layers themselves:
