Hi all, 

Can you please advise what i might be doing wrong with my selection from the photo attached? 

I am trying to make a selection to the background then apply some "Gaussian Blur" to the background (unsuccessful so far).

Using iPad 8th Gen - iOS 14.8

Copy and paste from the original pixel layer to put the selected pixels on a separate layer, and then apply the Gaussian Blur effect to the new layer. If the original layer is an ‘Image’ layer rather than a ‘Pixel’ layer you’ll need to rasterize it before you can copy selected pixels.

In your screenshot the layer with the blur applied is a complete copy of the original layer. That’s what I got here when I made a pixel selection and used the ‘Duplicate’ command (expecting only the selected region to be duplicated) which is why I said to copy and paste.
