A  PDF exported from Publisher reflects the TOC having broken links. Please see the attached file. Can these links be repaired? Note the Contents panel does not match the page in the original document. I created a new TST and did not generate the contents.

Finally, I figured out how to export my PDF, without the defective Contents side panel. I like a challenge, but this was an exasperating experience. 

Until Affinity makes this operation easier/more intuitive, if your document has a Contents page and is not very extensive, just write the contents, manually.

While it’s nice that you have found a way to fix your problem it might have been better if you also said how you fixed it.
By doing so you may also help other people who have the same (or similar) problem.

Eureka! After much experimentation and perseverance, the solution, which was very convoluted, manifested itself. The help information provided, was not too helpful.

I made a copy of my document. By having the original and the copy open, and working on both of them simultaneously, I got a bit confused. (I would like to see a better indication of which document is active.) So, at the start, both files look the same, but have different names. 

Making the TOC Panel active, is “an enigma wrapped in a mystery.” Somehow, TOC 2 appeared in the copy file’s TSt list. Upon clicking on TOC 2, the TOC Panel became active. By not check-marking “include as PDF bookmarks” the problem of the defective Contents panel, in the PDF was fixed.

In my current file, in preview mode, the text frames using the Head TSt, still reflect the anchor symbol. No luck in making the Table of Contents panel active again, to uncheck the Head TSt.

Generating a TOC is great, if you don’t make changes to text frames employing your selected TSt, (Or you will never want to export your document to a PDF file) and regenerating to fix the problem, as in the Pre-flight checker. I’m attaching my updated file, so anyone who is so inclined, can inspect the History panel. Best regards

PS: Of course, the other file I worked on, has its own history.
