The process is very similar to Exporting, except you choose Import from the Hamburger menu rather than choosing Export. If you're doing something else, like trying to Open the file, that won't work. That's what you need to use Import from the Swatches panel. And it is certainly a part of the .afdesign file you provided, but if you want it as a standalone palette you'll need to export it as a .afpalette file so you can add it properly. Note, though, that your palette contains Global colors, and they can exist only in a Document Palette. You can't have Global colors in an Application Palette or (on Mac) a System Palette. If you want that Palette to be available to other documents that you create, and have the colors stay Global, you might want to Save your .afdesign document as a .aftemplate document (File > Export as Template) so you can access it easily via the Templates part of the File > New dialog. It will import using the hamburger menu in the Swatches panel, and at that time you have a choice of making it an Application Palette or a Document Palette: If you make it a Document Palette the Global colors will still be global, but the palette is only in that document. If you make it an Application Palette the Global colors will not be global, but the palette will be available for all documents in that application. My suggestion was that you put it into a Template as a Document Palette, which is the only way to have it available in other documents that you create without having to Import it into each one individually, while still keeping the colors as Global.
