The easiest way is to right-click on the "mm" at the intersection of the two rulers, using almost any of the Tools, and you'll get a pulldown. Some Tools won't work for that, e.g., the View (hand) Tool. You can set Inches when creating a new document, as part of the File > New dialog. Or you can use a Preset for File > New that uses Inches, or create your own Preset, or create your own Template. But non-Affinity documents (PNG, TIFF, JPG, etc.) that you Open will always be in "px" measurements. There are Feature Requests asking for an option to set a default measurement unit for those non-native files, but no one outside of Serif knows whether that will be implemented, nor when.
