The way I would do it using Affinity Photo would be to select the background layer, draw your selection on the part of the image you want to blur, then go to Menu > Layer > New Live Filter Layer > Blur > Gaussian Blur.

Thanks for your reply I'm new to this software, where can I find the background layer? and also is any option for Light Auto Fill, and if I want to adjust the lighting in specific areas in the photo how can I do that, any tutoriel videos, please
