Ive tried changing the document settings. i have the document set to rgb16 and rgb. i have uninstalled and reinstalled. i have restarted my computer. I have gone into preferences and made changes and nothing seems to work. Ive looked all over google and it doesnt look like anyone has my issue. I've seen a very similar report as this previously, where the resolution was to change the ICC profile in use by Windows to the default sRGB profile, as seen in the below thread - Can you please try the steps in the FAQ linked in the above post for me, and let me know if this helps?
