PDF export in Publisher not recognising include bleed option

I've exported an AFP document  using export to PDF for Print  and chosen the include bleed options. When I upload this document to Blurb for publication I get an error message stating page sizes are incorrect for the book size I've chosen . The error is Dimensins are invalid its actual dimension is [10.000 in x 8.000 in]. The expected dimension is [5.125 in x 8.250[.

 

so it looks to me that the uploaded pages are  actually two pages width - I guess 1 spread but still don't allow for a 9 points bleed.  

Blurb have a helpful detailed documentation specifically for Affinity Publisher but I'm missing something.  Any suggestion on what I'm doing wrong ?

I am guessing you need to export as Pages, not Spreads.
